Despite the favorability for heavy rainfall, most of northern Illinois is experiencing drought conditions with low rivers and low soil moisture. Due to dry conditions, higher rainfall rates will be required for flooding, making the scope of possible flooding more isolated. Locations with the highest chance of ponding and localized flooding due to heavy rainfall are urban areas or areas that received heavy rainfall over the last few days, including isolated portions of La Salle, Livingston, Ford, Iroquois, Kankakee, and Will counties.
