A tropical cyclone will affect the locality. Winds of 39-61 kph or intermittent rains may be expected within 36 hours. “FRANCISCO” HAS RAPIDLY INTENSIFIED WHILE MOVING WEST NORTHWESTWARD OVER THE PHILIPPINE SEA. Location of eye/center : The center of the eye of Typhoon FRANCISCO was estimated based on all available data at at 620 km East of Tuguegarao City, Cagayan (17.5, 127.6). Strength : Maximum winds of 155 kph near the centerand gustiness of up to 190 kph. Forecast movement : Forecast to move West Northwestward at 15 kph Forecast position : Jun 22, 2026 08:00 PM - 495 km East of Aparri, Cagayan Jun 23, 2026 08:00 AM - 395 km East of Calayan, Cagayan Jun 23, 2026 08:00 PM - 345 km East of Calayan, Cagayan Jun 24, 2026 08:00 AM - 275 km East of Basco, Batanes Jun 24, 2026 08:00 PM - 305 km East Northeast of Itbayat, Batanes Jun 25, 2026 08:00 AM - 360 km East Northeast of Itbayat, Batanes Jun 26, 2026 08:00 AM - 655 km Northeast of Itbayat, Batanes Jun 27, 2026 08:00 AM - 1,250 km Northeast of Extreme Northern Luzon (OUTSIDE PAR) HAZARDS AFFECTING LAND AREAS Heavy Rainfall Outlook Refer to Weather Advisory No. 2 issued at 11:00 AM today for the heavy rainfall outlook due to Tropical Cyclone FRANCISCO. Severe Winds The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction. Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. The Southwest Monsoon and the periphery of FRANCISCO will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds): Today:  La Union , Pangasinan, CALABARZON, Marinduque, Romblon, Masbate, most of Visayas, Zamboanga Peninsula, Misamis Occidental, Lanao del Norte, Camiguin, Surigao del Norte, Dinagat Islands, Davao Occidental, and Davao Oriental. Tomorrow (23 June): Most of Luzon, Visayas, Zamboanga Peninsula, Northern Mindanao, Surigao del Norte, Dinagat Islands, Davao Occidental, and Davao Oriental. Wednesday (24 June): Most of Luzon, Visayas, Misamis Occidental, Lanao del Norte, Camiguin, Dinagat Islands, Davao Occidental, and Davao Oriental. HAZARDS AFFECTING COASTAL WATERS 24-Hour Sea Condition Outlook Up to rough seas over the following coastal waters: Up to 3.5 m: The eastern seaboards of Babuyan Islands and mainland Cagayan. Up to 3.0 m: The eastern seaboards of Batanes, Isabela, and northern Aurora. Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels. Up to moderate seas over the following coastal waters: Up to 2.5 m: The remaining seaboards of Batanes, Babuyan Islands, mainland Cagayan, and Aurora; the northern and eastern seaboards of Polillo Islands and Catanduanes; the northern seaboards of Camarines Norte and Camarines Sur; the eastern seaboard of Davao Oriental. Up to 2.0 m: The seaboard of northern Quezon; the northern seaboard of Ilocos Norte; the northern and eastern seaboards of Northern Samar; the eastern seaboards of Albay, Sorsogon, Eastern Samar, Dinagat Islands, and Surigao del Sur; the eastern and southern seaboards of Davao Occidental; the southern seaboard of Davao Oriental. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. Other coastal waters have forecast wave heights of less than 2.0 m. TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. FRANCISCO will move generally northwestward until tomorrow (23 June) before recurving north northeastward towards the Ryukyu Islands in southern Japan. On the track forecast, FRANCISCO will exit the Philippine Area of Responsibility on Friday (26 June) FRANCISCO will remain far from the Philippine landmass. However, slight westward shift in the track forecast still possible. FRANCISCO will further intensify and may reach its peak intensity by tomorrow. Thereafter, a weakening trend is expected. The potential for FRANCISCO to reach Super Typhoon category is not ruled out.
