Under present weather conditions, At 3:00 PM today, the center of Tropical Depression "LUIS" was estimated based on all available data at 350 km East of Baler, Aurora (15.7°N, 124.9°E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving Northwestward at 15 km/h. The 12-hour rainfall forecast is light to moderate rains and thunderstorms. WATERCOURSES STILL LIKELY TO BE AFFECTED : + **Batangas** - Rivers and its tributaries particularly Lian, Banabang-Molino, Pansipit, Kapumpong, Rosario-Lobo and Upper Bolbok (Lawaya). + **Laguna** - Rivers and its tributaries particularly Pagsanjan, Pila-Sta. Cruz, San Juan and San Cristobal. + **Quezon** - Rivers and its tributaries particularly Upper Umiray, Lower Bolbok (Lawaya), Malaking-Ilog, Iyam, Macalelon, Catanauan, Silongin Lagda, Pagsanjan, Yabahaan, Bigol, Guinhalinan, Vinas, Calauag, Pandanan, Sta. Location of eye/center : The center of Tropical Depression LUIS was estimated based on all available data at at 185 km East Northeast of Baler, Aurora or 125 km East of Casiguran, Aurora (16.1, 123.3). Strength : Maximum winds of 55 kph near the centerand gustiness of up to 70 kph. Forecast movement : Forecast to move West Northwestward at 15 kph Forecast position : Aug 03, 2026 11:00 AM - Over the coastal waters of Dinapigue, Isabela Aug 03, 2026 11:00 PM - In the vicinity of Dimapnat, Divilacan Aug 04, 2026 11:00 AM - Over the coastal waters of Divilacan, Isabela Aug 04, 2026 11:00 PM - 185 km East of Tuguegarao City, Cagayan Aug 05, 2026 11:00 AM - 365 km East of Tuguegarao City, Cagayan HAZARDS AFFECTING LAND AREAS Heavy Rainfall Outlook Refer to Weather Advisory No. 5 issued at 11:00 PM yesterday for the heavy rainfall outlook due to TC LUIS and the Southwest Monsoon. Severe Winds The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction. Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. The possibility of hoisting Wind Signal No. 2 is not ruled out. The Southwest Monsoon and the periphery of LUIS will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds): Today and Tomorrow (04 August): Most of Luzon and Visayas, Lanao del Norte, Misamis Occidental, Camiguin, Surigao del Norte, Dinagat Islands, Sarangani, Davao Occidental, and Davao Oriental. Wednesday (05 August): Most of the Luzon and Visayas, Zamboanga Peninsula, Northern Mindanao, Dinagat Islands, Surigao del Norte, Agusan del Norte, Davao Occidental, and Davao Oriental HAZARDS AFFECTING COASTAL WATERS 24-Hour Sea Condition Outlook Up to moderate to rough seas over the following coastal waters: Up to 2.5 m: The eastern seaboard of Isabela and Davao Oriental; the northeastern seaboard of Aurora. Up to 2.0 m: The eastern seaboards of Batanes, Cagayan, Dinagat Islands, Surigao del Sur, and Davao Occidental; the northern and eastern seaboards of Polillo Islands, Catanduanes, and Northern Samar; the northern seaboards of Camarines Norte, Camarines Sur, and Masbate; the southern seaboard of Davao Oriental; the western seaboard of Bataan. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. Other coastal waters have forecast wave heights of less than 2.0 m. TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. LUIS will continue to move generally northwestward and may make landfall over Northern Luzon this afternoon or tonight. Afterwards, it will slowly turn northeastward then east northeastward while moving away from the Philippine landmass. The forecast track is highly uncertain and may change in the succeeding bulletins. LUIS is forecast to intensify into a tropical storm in the next 12 hours while moving over the sea east of Central Luzon. Once it makes landfall or close approach to Northern Luzon, it may weaken into a tropical depression today. Afterwards, a weakening trend is expected and may be downgraded into a remnant low by Wednesday (05 August) before becoming fully assimilated into the circulation of Tropical Cyclone DOLPHIN.
