Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction. Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. Furthermore, the weakening surge of the Northeast Monsoon and the outer rainbands of TINO will also bring strong wind gusts over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds): Today: Batanes, Babuyan Islands, Ilocos Norte, Pangasinan, Zambales, Bataan, Cavite, Batangas, Occidental Mindoro, Oriental Mindoro, Romblon, Palawan, and Antique. HAZARDS AFFECTING COASTAL WATERS 24-Hour Sea Condition Outlook Up to rough seas over the following coastal waters: Up to 4.0 m: The northern seaboards of Kalayaan Islands. Up to 3.0 m: The western seaboards of Palawan including Calamian Islands; the seaboards of Batanes and Ilocos Norte; the western seaboard of Babuyan Islands. Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels. Up to moderate seas over the following coastal waters: Up to 2.5 m: The remaining seaboards of Cagayan; the western seaboards of Pangasinan, Zambales, and Bataan; the northwestern seaboard of Occidental Mindoro including Lubang Islands. Up to 2.0 m: The remaining seaboards of Ilocos Region and Occidental Mindoro; the northern and eastern seaboards of Polillo Islands, Catanduanes, and Northern Samar; the seaboards of Isabela, Aurora, and Eastern Samar; the northern seaboards of Camarines Sur and Camarines Norte; the eastern seaboards of Albay, Sorsogon, Caraga, and Davao Region; the eastern seaboards of mainland Palawan including Cagayancillo Islands; the western seaboard of Antique. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. TRACK AND INTENSITY OUTLOOK Severe winds may still be experienced in localities outside the forecast confidence cone. Refer to hoisted Wind Signals and the “Other Hazards affecting Land Areas” section for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. At 12:30 AM today, TINO has exited the Philippine Area of Responsibility. On the forecast track, TINO will move generally west northwestward towards Central Vietnam. Due to marginally favorable conditions, TINO will slightly weaken prior to its landfall over Central Vietnam within the next 24 hours. Upon landfall, it will then rapidly weaken further due to interaction with the terrain.
