Under present weather conditions, At 3:00 AM today, the center of Tropical Depression "WILMA" was estimated based on all available data in the vicinity of Matuguinao, Samar (12.2°N 125.0°E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 75 km/h. It is moving West Northwestward at 15 km/h. Shear Line affecting the eastern section of Southern Luzon. Northeast Monsoon affecting the rest of Luzon. The 12-hour rainfall forecast is light to moderate rains. WATERCOURSES STILL LIKELY TO BE AFFECTED : + **Antique** - Rivers and its tributaries particularly Sibalom, Ipayo, Cagaranan, Palawan, Cairauan, Dalanas and Tibiao. + **Capiz** - Rivers and its tributaries particularly Panay, Mambusao, Panay Malinao, Alingon and Balantian. + **Guimaras** - All rivers and its tributaries + **Aklan** - Rivers and its tributaries particularly Ibajay, Aklan and Jalo. + **Negros Occidental** - Rivers and its tributaries particularly Malogo, Sicaba, Grande, Himogaan, Danao, Upper Tabanan, Sipalay and Lower Ilog. + **Iloilo** - Rivers and its tributaries particularly Pinantan, Barotac, Akalaygan, Jalaud, Jalano, Jagdong, Jalaur, Lamunan, Jaro-Aganan, Sibalom and Guimbal.

A tropical cyclone will affect the locality. Winds of 39-61 kph or intermittent rains may be expected within 36 hours. WILMA BEGINS TO MOVE WEST SOUTHWESTWARD WHILE OVER THE COASTAL WATERS OF SAMAR Location of eye/center : The center of Tropical Depression WILMA was estimated based on all available data, including those from Masbate and Laoang Doppler Weather Radars, at over the coastal waters of Almagro, Samar (12.0, 124.3). Strength : Maximum winds of 45 kph near the centerand gustiness of up to 60 kph. Forecast movement : Forecast to move West Northwestward at 15 kph Forecast position : Dec 07, 2025 05:00 PM - Over the coastal waters of Roxas City, Capiz Dec 08, 2025 05:00 AM - Over the coastal waters of Agutaya, Palawan HAZARDS AFFECTING LAND AREAS Heavy Rainfall Outlook Refer to Weather Advisory No. 15 issued at 5:00 AM today for the heavy rainfall outlook due to Tropical Cyclone WILMA and Shear Line. Severe Winds The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction. Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. Furthermore the Northeast Monsoon will also bring strong to gale-force gusts over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds): Today: Most of Luzon, Visayas, and Zamboanga Peninsula Tomorrow (08 December): Most of Luzon Tuesday (09 December): Most of Luzon HAZARDS AFFECTING COASTAL WATERS Gale Warning is in effect over the northern and eastern seaboards of Luzon. Refer to Gale Warning No. 10 issued at 5:00 AM today. 24-Hour Sea Condition Outlook Up to very rough seas over the following coastal waters: Up to 5.0 m: The seaboards of mainland Cagayan, Isabela, and Aurora; the northern and eastern seaboards of Polillo Islands, and Camarines Norte. Up to 4.5 m: The eastern seaboards of Batanes and Babuyan Islands, and northern mainland Quezon; the northern and eastern seaboards of Catanduanes; the northern seaboard of Camarines Sur. Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside. Up to rough seas over the following coastal waters: Up to 4.0 m: The remaining seaboards of Batanes and Babuyan Islands; the seaboards of Ilocos Norte. Up to 3.5 m: The eastern seaboards of Albay, and Sorsogon; the seaboard of Northern Samar. Up to 3.0 m: The seaboards of Ilocos Sur, La Union, and Kalayaan Islands; the western seaboard of Pangasinan; the eastern seaboard of Eastern Samar Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels. Up to moderate to rough seas over the following coastal waters: Up to 2.5 m: The remaining seaboards of Pangansinan; the seaboard of Cagayancillo Islands; the eastern seaboards of Dinagat Islands, Surigao del Sur, and Davao Oriental. Up to 2.0 m: The western seaboards of Bataan, Batangas, Lubang Islands, Palawan, and Antique; the remaining seaboards of Quezon and Camarines Sur; the seaboards of Zambales, Romblon, Marinduque, and Cuyo Islands; the southern seaboards of Occidental Mindoro and Oriental Mindoro; the northwestern seaboard of Masbate including Burias Islands; the northern seaboard of Zamboanga del Norte. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. WILMA is forecast to move generally west southwestward for majority of the forecast period. On the forecast track, the center of WILMA will continue to traverse Southern Luzon and Visayas today before emerging over the Sulu Sea. WILMA will likely remain as a tropical depression throughout its passage over Southern Luzon and Visayas before weakening into a low pressure area over Sulu Sea. However, the increasingly unfavorable environment caused by the surge of the Northeast monsoon increases the possibility of an earlier weakening into a low pressure area.
