Location of eye/center : The center of Tropical Storm SALOME was estimated based on all available data at at 40 km East Southeast of Itbayat, Batanes (20.7, 122.2). Strength : Maximum winds of 65 kph near the centerand gustiness of up to 90 kph. Forecast movement : Forecast to move South Southwestward at 20 kph Forecast position : Oct 23, 2025 11:00 AM - 105 km West of Calayan, Cagayan Oct 23, 2025 11:00 PM - 185 km West of Laoag City, Ilocos Norte Oct 24, 2025 11:00 AM - 405 km West of Bacnotan, La Union HAZARDS AFFECTING LAND AREAS Heavy Rainfall Outlook   Refer to Weather Advisory No. 3 issued at 11:00 PM yesterday for the heavy rainfall outlook due to Tropical Cyclone SALOME.   Severe Winds The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction. Minor to moderate impacts from gale-force winds are possible within any of the localities where Wind Signal No. 2 is hoisted Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. The highest Wind Signal that will likely be hoisted throughout its passage is Wind Signal No. 1. However, the possibility of reaching tropical storm category is not ruled out, the worst case scenario is Wind Signal No. 2. Furthermore northeasterly windflow will also bring strong to gale-force gusts over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds): Today: Batanes, Babuyan Islands, Cagayan, Ilocos Norte, and Ilocos Sur. Tomorrow (24 October): Batanes, Babuyan Islands, Cagayan, and Ilocos Norte. Saturday (25 October): Batanes and Babuyan Islands HAZARDS AFFECTING COASTAL WATERS Gale Warning is in effect over the seaboard of Extreme Northern Luzon. Refer to Gale Warning No. 3 issued at 5:00 PM yesterday. 24-Hour Sea Condition Outlook Up to very rough seas over the following coastal waters: Up to 6.0 m: The seaboard of Batanes. Up to 4.5 m: The northwestern seaboards of Babuyan Islands. Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside. Up to rough seas over the following coastal waters: Up to 4.0 m: The seaboard of Ilocos Norte; the remaining seaboards of Babuyan Islands. Up to 3.5 m: The seaboard of Ilocos Sur, the northern seaboard of mainland Cagayan. Up to 3.0 m: The western seaboard of Pangasinan; the remaining seaboard of mainland Cagayan. Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels. Up to moderate to rough seas over the following coastal waters: Up to 2.5 m: The seaboards of Isabela, La Union, Zambales and Kalayaan Islands; the remaining seaboards of Pangasinan; the northern and eastern seaboards of Camarines Norte, Camarines Sur, Catanduanes, Northern Samar, and Eastern Samar. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. TRACK AND INTENSITY OUTLOOK SALOME is forecast to move generally southwestward throughout the forecast period due to the High-Pressure Area over mainland China. On the forecast track, SALOME may pass close or make landfall over Batanes within the next 12 hours. This weather disturbance may also pass close or over Babuyan Islands by this morning and in Ilocos Norte by noon or afternoon. SALOME is forecast to weaken into a tropical depression within the next 12 hours and will follow a weakening trend until it becomes a remnant low by Friday.
