Severe Winds The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction. Significant to severe impacts from typhoon-force winds are possible within any of the areas under Wind Signal No. 4. Moderate to significant impacts from storm-force winds are possible within any of the areas under Wind Signal No 3. Minor to moderate impacts from gale-force winds are possible within any of the localities where Wind Signal No. 2 is hoisted Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. Furthermore the surge of the Northeast Monsoon, shear line and the trough of TINO will also bring strong to gale-force gusts over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds): Today: Cagayan Valley, Cordillera Administrative Region, Ilocos Norte, Ilocos Sur, Pangasinan, Central Luzon, Metro Manila, CALABARZON, MIMAROPA, Western Visayas, Central Visayas, and Zamboanga Peninsula. Tomorrow (06 November): Batanes, Babuyan Islands, Ilocos Norte, Pangasinan, Zambales, Occidental Mindoro, and Palawan. Friday (07 November): Batanes and Babuyan Islands. Coastal Flooding There is a high risk of life-threatening and damaging storm surge with peak heights exceeding 3.0 m within the next 24 hours over the low-lying or exposed coastal communities of Oriental Mindoro, Occidental Mindoro, Palawan, and Antique. HAZARDS AFFECTING COASTAL WATERS A Gale Warning is in effect over the western and southern seaboards of Southern Luzon and the seaboards of Western Visayas. For more information, refer to Gale Warning No. 6 issued at 5:00 AM today.   24-Hour Sea Condition Outlook Up to very rough seas over the following coastal watpers: Up to 6.0 m: The seaboards of northern Palawan including Calamian and Cuyo Islands. Up to 4.5 m: The seaboards of Antique and Kalayaan Islands; the southern seaboard of Occidental Mindoro. Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside. Up to rough seas over the following coastal waters: Up to 4.0 m: The western seaboard of Occidental Mindoro including Lubang Island. Up to 3.5 m: The seaboards of Batanes, Cagayan including Babuyan Islands, Isabela, Ilocos Norte, and Aurora; the western and eastern seaboards of mainland Palawan including Cagayancillo Islands; the southern seaboard of Oriental Mindoro. Up to 3.0 m: The seaboards of Ilocos Sur; the northern and eastern seaboards of Polillo Islands, Catanduanes, and Northern Samar; the northern seaboards of Camarines Sur and Camarines Norte; the eastern seaboards of Albay and Sorsogon; the southern seaboards of Iloilo and Guimaras; the western seaboard of Negros Occidental and Negros Oriental; the western seaboard of Aklan. Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels. Up to moderate seas over the following coastal waters: Up to 2.5 m: The western seaboards of Pangasinan, Zambales, and Bataan; the seaboards of Zamboanga del Norte and Eastern Samar; the eastern seaboard of Dinagat Islands. Up to 2.0 m: The seaboard of Batangas, Northern Mindanao, and Davao Occidental; the eastern seaboard of Davao Oriental; the northern seaboards of Aklan, Basilan, Sulu, and Tawi-Tawi; the remaining seaboards of Pangasinan, MIMAROPA, and Caraga. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. TRACK AND INTENSITY OUTLOOK Heavy rainfall, severe winds, and storm surge may still be experienced in localities outside the landfall point and the forecast confidence cone. The center of TINO made landfall in Batas Island, Linapacan, Palawan at 4:10 AM today. On the forecast track, TINO will continue to traverse northern Palawan this morning before emerging over the West Philippine Sea. TINO may exit the Philippine Area of Responsibility tonight or tomorrow (06 November) early morning. TINO is forecast to re-intensify in the next 12 hours and may reach its peak intensity while over the West Philippine Sea.
