Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction. Minor to moderate impacts from gale-force winds are possible within any of the localities where Wind Signal No. 2 is hoisted Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside. Up to rough seas over the following coastal waters: Up to 3.5 m: The western seaboards of Palawan including Calamian Islands Up to 3.0 m: The seaboards of Batanes, Babuyan Islands, and Ilocos Norte; the northwestern seaboard of Occidental Mindoro including Lubang Islands. Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels. Up to moderate seas over the following coastal waters: Up to 2.5 m: The seaboards of mainland Cagayan, Isabela, Aurora, Zambales, and Bataan; the remaining seaboards of Occidental Mindoro and mainland Palawan including Cagayancillo Islands; the northern and eastern seaboards of Polillo Islands and Catanduanes; the northern seaboards of Camarines Norte and Camarines Sur; the western seaboards of Pangasinan, Antique, and Negros Occidental; the southern seaboards of Iloilo and Guimaras; Up to 2.0 m: The remaining seaboards of Ilocos Region; the northern and eastern seaboards of Northern Samar; the seaboards of Eastern Samar; the eastern seaboards of Albay, Sorsogon, Dinagat Islands, Caraga, and Davao Region; the southern seaboards of Oriental Mindoro and Marinduque; the western and northern seaboards of Romblon; Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. TRACK AND INTENSITY OUTLOOK Severe winds may still be experienced in localities outside the forecast confidence cone. Refer to hoisted Wind Signals and the “Other Hazards affecting Land Areas” section for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. On the forecast track, TINO will continue moving west northwestward over the West Philippine Sea and exit the Philippine Area of Responsibility tonight or tomorrow (06 November) early morning. TINO will continue to intensify and may reach its peak intensity while over the West Philippine Sea.
