ADDITIONAL DETAILS:
- At 546 PM AST, Doppler radar indicated heavy rain due to thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Between 1 and 3 inches of rain have fallen.
- Additional rainfall amounts up to 1 inch are expected over the area. This additional rain will result in minor flooding.
- Some locations that will experience flooding include, Culebra.

Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be aware of your surroundings and do not drive on flooded roads. Please report observed flooding to local emergency services or law enforcement and request they pass this information to the National Weather Service when you can do so safely.

At 443 PM AST, Doppler radar indicated strong thunderstorms, capable of producing winds to around 30 knots and frequent lightning. Waterspouts are possible. These thunderstorms were located over the waters between the US Virgin Islands, Vieques, Culebra and eastern Puerto Rico and the local Atlantic waters, moving north at 10 knots.

Mariners can expect gusty winds to around 30 knots, locally higher waves, and lightning strikes. Boaters should seek safe harbor immediately until this storm passes. Intense lightning is occurring with this storm. If caught on the open water stay below deck if possible, keep away from ungrounded metal objects. Report severe weather to the Coast Guard or nearest law enforcement agency. They will relay your report to the National Weather Service forecast office.
