Last weekend, Halong was a tropical depression with little prospect for development but then it rapidly increased to a similar strength as Dorian. With being a Category 5 storm, it could have caused a lot of damage going on land. But gladly, Halong has lost a lot of its strength, it will weaken over the sea and not reach land.
