IMPACTS: Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. Low-water crossings may be flooded.

- A near-record to record surge of moisture combined with two merging storm systems will bring a prolonged multi-day period of showers and thunderstorms producing moderate to heavy rainfall. Combined with already rain-soaked soil, there is a moderate to high risk of flash flooding.
- Low-lying, poorly drained areas, urban areas and arroyo systems, and burn scars will be most susceptible. Rivers and streams will see rises, potentially reaching flood stage.
