Under present weather conditions, At 3:00 PM today, the center of Tropical Depression "VERBENA" was estimated based on all available data over the vicinity of Carmen, Surigao del Sur (9.2°N, 125.8°E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 75 km/h. It is moving West Northwestward at 30 km/h. Shear Line affecting the eastern section of Luzon. Northeast Monsoon affecting the rest of Northern and Central Luzon. The 12-hour rainfall forecast is moderate to occasionally heavy rains and thunderstorms. WATERCOURSES LIKELY TO BE AFFECTED : + **Agusan Del Sur** - Rivers and its tributaries particularly Ojot, Wawa, Libang, Maosam, Kasilan, Gibong, Adgaoan, Simulao, Kayonan and Andanan. + **Surigao Del Norte** - Rivers and its tributaries particularly Surigao and Magallanes. + **Dinagat Islands** - Rivers and its tributaries particularly Malinao Inlet and Gaas Lulet. + **Agusan Del Norte** - Rivers and its tributaries particularly Lake-Mainit-Tubay, Asiga, Agusan, Linugos, and Cabadbaran. + **Surigao Del Sur** - Rivers and its tributaries particularly Cantilan, Carac-An, Tandag, Tago, Hubo-Oteiza, Hinatuan, and Bislig.

Severe Winds The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction. Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. Furthermore, the Northeast Monsoon and the periphery of VERBENA will also bring occasional gusty conditions reaching strong to gale-force strength over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds): Today: Luzon, Visayas, Caraga, and Davao Region. Tomorrow (25 November): Luzon, Visayas, Northern Mindanao, Caraga, Davao Region, and Sarangani. Wednesday (26 November): Luzon, Eastern Visayas, Iloilo, Antique, Negros Occidental, Zamboanga Peninsula, Basilan, Sulu, and Tawi-Tawi. HAZARDS AFFECTING COASTAL WATERS A Gale Warning is in effect over the northern seaboard of Northern Luzon. For more details, refer to Gale Warning No. 3 issued at 5:00 AM today. 24-Hour Sea Condition Outlook Up to very rough seas over the following coastal waters: Up to 4.5 m: The seaboards of Batanes. Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside. Up to rough seas over the following coastal waters: Up to 3.5 m: The seaboards of mainland Cagayan, Isabela, Ilocos Norte, Ilocos Sur, La Union, Aurora, and Northern Samar; the eastern seaboards of Babuyan Islands, Albay, Sorsogon, Eastern Samar, and Dinagat Islands; the northern and eastern seaboards of Polillo Islands and Catanduanes; the northern seaboard of Camarines Norte and Camarines Sur; the western seaboard of Pangasinan. Up to 3.0 m: The remaining seaboards of Babuyan Islands, and Ilocos Norte; the seaboards of Surigao del Sur, Leyte, Southern Leyte, Biliran, Cebu, and Bohol; the northern seaboard of Negros Occidental; the eastern seaboards of Capiz and Iloilo. Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels. Up to moderate to rough seas over the following coastal waters: Up to 2.5 m: The remaining seaboards of Camarines Sur; the eastern seaboard of Davao Oriental; the seaboards of Masbate, and Samar. Up to 2.0 m: The seaboard of Zambales; the western seaboards of Occidental Mindoro including Lubang Islands; the northern and western seaboards of northern Palawan; the remaining seaboards of Pangasinan and Occidental Mindoro; the seaboards of Oriental Mindoro, Romblon, Aklan, and Antique. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall, severe winds, and storm surge may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. On the track forecast, VERBENA will move generally west northwestward and will make landfall or pass close over northeastern Mindanao this afternoon before crossing Visayas and the northern portion of Palawan from today until Wednesday (26 November). It will then emerge over the West Philippine Sea by Wednesday morning. VERBENA may slightly intensify prior to making landfall over northeastern Mindanao but will likely cross the Philippine landmass as a tropical depression. Once it emerges over the West Philippine Sea, it is then forecast to intensify further into a tropical storm.

TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. On the track forecast, VERBENA will move across Caraga Region this afternoon through early evening, then accelerate across Visayas and the northern portion of Palawan between tonight and tomorrow evening, before emerging over the West Philippine Sea on Wednesday (26 November) morning. It will then turn westward and pass north of Kalayaan Islands and exit the Philippine Area of Responsibility on Thursday (27 November). VERBENA may slightly intensify prior to landfall but will likely cross Visayas as a tropical depression. It may reach tropical storm category either before reaching northern Palawan or once over the West Philippine Sea. VERBENA may peak at severe tropical storm category while in the middle of the West Philippine Sea north of Kalayaan Islands.
