Under present weather conditions, At 3:00 AM today, the center of Tropical Depression "VERBENA" was estimated based on all available data in the vicinity of Talisay, Cebu (10.3°N, 123.8°E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 90 km/h. It is moving Northwestward at 25 km/h. Shear Line affecting the eastern section of Luzon. Northeast Monsoon affecting the rest of Northern Luzon. The 12-hour rainfall forecast is moderate to intense rains. WATERCOURSES LIKELY TO BE AFFECTED : + **Antique** - Rivers and its tributaries particularly Sibalom, Ipayo, Cagaranan, Palawan, Cairauan, Dalanas and Tibiao. + **Capiz** - Rivers and its tributaries particularly Panay, Mambusao, Panay Malinao, Alingon and Balantian. + **Guimaras** - All rivers and its tributaries + **Aklan** - Rivers and its tributaries particularly Ibajay, Aklan and Jalo. + **Negros Occidental** - Rivers and its tributaries particularly Malogo, Sicaba, Grande, Himogaan, Danao, Upper Tabanan, Sipalay and Lower Ilog. + **Iloilo** - Rivers and its tributaries particularly Pinantan, Barotac, Akalaygan, Jalaud, Jalano, Jagdong, Jalaur, Lamunan, Jaro-Aganan, Sibalom and Guimbal.

Severe Winds The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction. Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. Furthermore, the surge of Northeast Monsoon and VERBENA will also bring gusty conditions reaching strong to gale-force strength over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds): Today: Luzon, Visayas, Dinagat Islands, Surigao del Norte, Agusan del Norte, Surigao del Sur, Davao Oriental, Misamis Oriental, Lanao del Norte, Misamis Occidental, and Zamboanga del Norte. Tomorrow (26 November): Luzon, Western Visayas, Zamboanga Peninsula, Northern Samar, Eastern Samar, and Dinagat Islands. Thursday (27 November): Batanes, Cagayan including Babuyan Islands, Ilocos Norte, MIMAROPA, Bataan, Cavite, Batangas, and Western Visayas. HAZARDS AFFECTING COASTAL WATERS A Gale Warning is in effect over the seaboards of Northern Luzon. For more details, refer to Gale Warning No. 6 issued at 5:00 AM today. 24-Hour Sea Condition Outlook Up to very rough seas over the following coastal waters: Up to 5.5 m: The seaboards of Batanes, Cagayan, and Ilocos Region. Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside. Up to rough seas over the following coastal waters: Up to 4.0 m: The seaboards of Isabela, Aurora, northern mainland Quezon, Camarines Norte, and Kalayaan Islands; the northern seaboard of Camarines Sur; the eastern seaboards of Albay, Sorsogon, Eastern Samar, and Dinagat Islands; the northern and eastern seaboards of Polillo Islands, Catanduanes, Northern Samar, and Siargao-Bucas Grande Islands. Up to 3.5 m: The seaboards of Zambales, Antique, and the northern Palawan including Calamian and Cuyo Islands; the southern seaboards of Occidental Mindoro and Oriental Mindoro. Up to 3.0 m: The seaboards of Lubang Island and Surigao del Sur; the eastern seaboards of the rest of Quezon, Camarines Sur, and Davao Oriental; the western seaboard of Occidental Mindoro; the remaining seaboard of Catanduanes. Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels. Up to moderate to rough seas over the following coastal waters: Up to 2.5 m: The seaboards of Romblon, Marinduque, Negros Occidental, Bantayan Islands, Cagayancillo Islands, and Davao Occidental; the western seaboard of Bataan, Cavite, the rest of Palawan; the remaining seaboards of Quezon, Bicol Region, Western Visayas, Eastern Samar, Dinagat Islands, and Siargao-Bucas Grande Islands. Up to 2.0 m: The seaboards of Northern Mindanao and Zamboanga del Norte; the western seaboards of Basilan, Sulu, and Tawi-Tawi; the remaining seaboards of Batangas, MIMAROPA, Visayas, and Caraga Region. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. On the track forecast, VERBENA will continue moving west northwestward across Visayas and the northern portion of Palawan today before emerging over the West Philippine Sea by tomorrow (26 November) morning. It will then turn westward and pass north of Kalayaan Islands and exit the Philippine Area of Responsibility on Thursday (27 November) morning. VERBENA will likely continue crossing Visayas as a tropical depression. It may reach tropical storm category either before reaching northern Palawan or once over the West Philippine Sea. VERBENA may peak at severe tropical storm category while in the middle of the West Philippine Sea north of Kalayaan Islands.
