KIYAPO INTENSIFIES INTO A TROPICAL STORM AS IT MOVES CLOSER TOWARDS EXTREME NORTHERN LUZON. Location of eye/center : The center of Tropical Storm KIYAPO was estimated based on all available data at at 820 km East of Northern Luzon (18.2, 129.4). Strength : Maximum winds of 65 kph near the centerand gustiness of up to 80 kph. Severe Winds The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction. Minor to moderate impacts from gale-force winds are possible within any of the areas under Wind Signal No. 2. Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. The hoisting of Wind Signal No. 3 is not ruled out should KIYAPO intensify into a severe tropical storm while traversing the area of Batanes-Babuyan Islands. The Southwest Monsoon and the periphery of KIYAPO will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds): Today: Most of the country. Tomorrow (25 July): Most of Luzon and Visayas, Zamboanga del Norte, and Davao Oriental. Sunday (26 July): Ilocos Region, Zambales, Bataan, Occidental Mindoro, and Kalayaan Islands. HAZARDS AFFECTING COASTAL WATERS A Gale Warning is in effect over the northern seaboard of Northern Luzon. For more details, refer to Gale Warning No. 2 issued at 5:00 AM today. 24-Hour Sea Condition Outlook Up to very rough seas over the following coastal waters: Up to 5.5 m: The seaboards of Batanes and Babuyan Islands. Up to 4.5 m: The northern seaboards of mainland Cagayan and Ilocos Norte. Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside. Up to rough seas over the following coastal waters: Up to 3.0 m: The remaining seaboards of mainland Cagayan and Ilocos Norte; the eastern seaboard of Davao Oriental Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels. Up to moderate to rough seas over the following coastal waters: Up to 2.5 m: The seaboards of Isabela and Surigao del Sur. Up to 2.0 m: The seaboards of Ilocos Sur, Aurora, Cagayancillo Islands, and Davao Occidental; the northern and eastern seaboards of Polillo Islands and Catanduanes; the northern seaboards of Camarines Norte and Camarines Sur; the eastern seaboards of Sorsogon, Northern Samar, Eastern Samar, and Dinagat Islands; the western seaboards of Lanao del Sur, Maguindanao, Sultan Kudarat, Sarangani; the southern seaboards of Iloilo, Zamboanga del Sur, and Davao Oriental; the southern and western seaboards of Guimaras and Negros Occidental. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. Other coastal waters have forecast wave heights of less than 2.0 m. TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. KIYAPO will continue moving west northwestward until tomorrow (25 July) towards the Luzon Strait before turning northwestward to northward for the remaining forecast period. On the forecast track, the center of KIYAPO may pass close to the northeastern portion of mainland Cagayan between this morning and afternoon, then pass very close or make landfall in the vicinity of Babuyan Islands between this afternoon and evening. It is forecast to exit the Philippine Area of Responsibility (PAR) by tomorrow morning. KIYAPO will continue to intensify while traversing Extreme Northern Luzon and may be upgraded into a severe tropical storm after passing the Babuyan Islands. While moving over the West Philippine Sea, it may undergo rapid intensification and reach typhoon category before making landfall over southern mainland China. Afterwards, KIYAPO is expected to weaken as it moves inland and interacts with the surrounding terrain.

It is moving West Northwestward at 30 km/h. Southwest Monsoon affecting Mindanao and the western sections of Southern Luzon and Visayas. The 12-hour rainfall forecast is LIGHT TO MODERATE RAINS. WATERCOURSES STILL LIKELY TO BE AFFECTED : + **Apayao** - Rivers and its tributaries particularly Upper Abulug and Upper Pamplona. + **Mountain Province** - All rivers and its tributaries + **Kalinga** - All rivers and its tributaries + **Ifugao** - All rivers and its tributaries + **Benguet** - Rivers and its tributaries particularly Upper Bauang. + **Abra** - Rivers and its tributaries particularly Upper Abra, Tineg and Ikmin.
