Strength : Maximum winds of 110 kph near the centerand gustiness of up to 135 kph. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction. Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. Furthermore, the surge of Northeast Monsoon and VERBENA will also bring gusty conditions reaching strong to gale-force strength over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds): Today: Batanes, Cagayan, Apayao, Abra, Ilocos Norte, Ilocos Sur, Zambales, Bataan, Occidental Mindoro, and Palawan. Tomorrow (28 November): Batanes, Cagayan, Apayao, Abra, Ilocos Norte, Ilocos Sur, and Palawan Saturday (29 November): Batanes, Cagayan, Apayao, Ilocos Norte, and Ilocos Sur. HAZARDS AFFECTING COASTAL WATERS A Gale Warning is in effect over the seaboards of Northern Luzon and the western seaboard of Southern Luzon. Refer to Gale Warning No. 12 issued at 5:00 AM today. 24-Hour Sea Condition Outlook Up to very rough or high seas over the following coastal waters: Up to 7.0 m: The seaboards of Kalayaan Islands. Up to 5.5 m: The seaboards of Batanes, Babuyan Islands, Ilocos Norte, and Ilocos Sur. Up to 5.0 m: The seaboards of mainland Cagayan. Up to 4.5 m: The remaining seaboards of Ilocos Region Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside. Up to rough seas over the following coastal waters: Up to 4.0 m: The seaboard of Isabela. Up to 3.0 m: The seaboards of Zambales, Aurora, and northern mainland Quezon; the western seaboards of Bataan, Lubang Island, Calamian Islands, and northern mainland Palawan; the northern and eastern seaboards of Polillo Islands; the northern seaboard of Camarines Norte. Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels. Up to moderate to rough seas over the following coastal waters: Up to 2.5 m: The northern seaboards of Camarines Sur and Calamian Islands; the northern and eastern seaboards of Catanduanes; the western seaboard of Occidental Mindoro. Up to 2.0 m: The seaboards of Antique, Cuyo Islands, Cagayancillo Islands, and Surigao del Sur; the western seaboards of Batangas and Aklan; the southern seaboards of Occidental Mindoro and Oriental Mindoro; the eastern seaboards of Camarines Sur, Albay, Sorsogon, Eastern Samar, Dinagat Islands, and Davao Oriental; the northern and eastern seaboard of Northern Samar and Siargao-Bucas Grande Islands; the remaining seaboards of Catanduanes, Calamian Islands, and northern mainland Palawan. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. VERBENA has exited the Philippine Area of Responsibility and will pass north of Kalayaan Islands this morning. Afterwards, it will decelerate significantly and move slowly west southwestward until tomorrow (28 November) afternoon. VERBENA will then turn north northwestward while still moving slowly from Friday afternoon to Sunday afternoon, before turning west southwestward for the rest of the forecast period. VERBENA is forecast to continue intensifying within the next 12 hours due to favorable environment and may reach typhoon category within the day. Afterwards, the surge of the Northeast Monsoon will result in a slight weakening trend for the rest of the forecast period.
