Under present weather conditions, At 3:00 AM today, the center of Tropical Storm "RAMIL" was estimated based on all available data at 355 km West Northwest of Dagupan City, Pangasinan or 340 km West of Sinait, Ilocos Sur (17.4°N, 117.3°E), with maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. It is moving Northwestward at 25 km/h. The 12-hour rainfall forecast is light to moderate rains and thunderstorms. WATERCOURSES LIKELY TO BE AFFECTED : + **Isabela** - Rivers and its tributaries particularly Dikatayan, Divilacan and Palanan-Pinacanauan. + **Quirino** - All rivers and its tributaries + **Nueva Vizcaya** - All rivers and its tributaries + **Cagayan** - Rivers and its tributaries particularly Linao, Lower Abulug, Lower Pamplona, Cabicungan, Aunugay, Baua, Palawig and Taboan.

HAZARDS AFFECTING COASTAL WATERS 24-Hour Sea Condition Outlook Up to rough seas over the following coastal waters: Up to 3.0 m: The northwestern seaboard of Ilocos Norte; the western seaboard of Pangasinan. Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels. Up to moderate seas over the following coastal waters: Up to 2.5 m: The seaboards of Batanes, Cagayan including Babuyan Islands, Isabela, and Zambales; the western seaboard of Pangasinan; the remaining seaboards of Ilocos Norte Up to 2.0 m: The seaboards of Ilocos Sur, La Union, and Aurora; the northern seaboards of Camarines Norte and Camarines Sur; the northern and eastern seaboards of Catanduanes; the western seaboard of Bataan; the remaining seaboards of Pangasinan Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. TRACK AND INTENSITY OUTLOOK Outside PAR, RAMIL will move northwestward to westward today before turning west southwestward to southwestward tomorrow (21 October) early morning. RAMIL is forecast to reach severe tropical storm category within the next 12 hours while outside the PAR Region.
