Under present weather conditions, At 3:00 AM today, the center of Tropical Storm "VERBENA" {KOTO} was estimated based on all available data at 120 km West of Coron, Palawan (11.9°N, 119.1°E) with maximum sustained winds of 85 km/h near the center and gustiness of up to 105 km/h. It is moving West Northwestward at 25 km/h. Shear Line affecting the eastern sections of Northern and Central Luzon. Northeast Monsoon affecting the rest of Northern and Central Luzon. The 12-hour rainfall forecast is moderate to occasionally heavy rains. WATERCOURSES LIKELY TO BE AFFECTED : + **Oriental Mindoro** - Rivers and its tributaries particularly Malaylay-Baco, Pulang Tubig, Mag-asawang Tubig, Butas, Pula, Agsalin, Bansud, Sumagui, Bongabong, Baroc, Bulalacao and Balete. + **Palawan** - Rivers and its tributaries particularly Abongan, Lian, Barbakan, Rizal, Caramay, Langogan, Babuyan, Bacungan, Iwahig Penal, Inagauan, Aborlan, Malatgao, Apurauan, Baton-Baton, Aramaywan, Ihawig, Panitian, Pulot, Lamakan, Kinlugan, Eraan, Tiga Plan, Malabangan, Ilog, Bansang, Conduaga, Culasian, Iwahig (Brookes), Okayan, Canipaan and Busuanga, Coron. + **Romblon** - All rivers and its tributaries + **Marinduque** - Rivers and its tributaries particularly Tawiran-Tagum (Marinduque) and Boac. + **Occidental Mindoro** - Rivers and its tributaries particularly Abra De Ilog, Caguray, Labangan, Lumintao, Anahawin, Monpong, Amnay, Pola, Pagbahan, Mamburao, Ibod, and Bugsanga-Magbando.

Severe Winds The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction. Minimal to moderate impacts from strong winds are possible within any of the areas under Wind Signal No. 2. Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. Furthermore, the surge of Northeast Monsoon and VERBENA will also bring gusty conditions reaching strong to gale-force strength over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds): Today: Most of Luzon, Aklan, Antique, Capiz, and Negros Occidental. Tomorrow (27 November): Batanes, Cagayan, Isabela, Cordillera Administrative Region, Ilocos Region, Zambales, Bataan, Metro Manila, Cavite, Occidental Mindoro, and Palawan. HAZARDS AFFECTING COASTAL WATERS A Gale Warning is in effect over the seaboards of Northern Luzon and the western seaboard of Southern Luzon. Refer to Gale Warning No. 8A issued at 11:00 PM yesterday. 24-Hour Sea Condition Outlook Up to very rough seas over the following coastal waters: Up to 6.0 m: The seaboards of Batanes, Babuyan Islands, Ilocos Norte, and Ilocos Sur. Up to 5.0 m: The seaboards of Kalayaan Islands; the northern seaboard of mainland Cagayan Up to 4.5 m: The remaining seaboards of Ilocos Region and mainland Cagayan; the western seaboards of northern mainland Palawan and Calamian Islands. Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside. Up to rough seas over the following coastal waters: Up to 4.0 m: The seaboards of Isabela, Aurora, and northern mainland Quezon; the northern and eastern seaboards of Polillo Islands. Up to 3.5 m: The seaboards of Camarines Norte, Antique, and Cuyo Islands; the western seaboard of Zambales; the western and southern seaboards of Occidental Mindoro including Lubang Islands; the southern seaboard of Oriental Mindoro; the northern and eastern seaboards of Catanduanes; the remaining seaboards of northern mainland Palawan and Calamian Islands. Up to moderate to rough seas over the following coastal waters: Up to 2.5 m: The seaboards of Marinduque, Romblon, Aklan, Surigao del Sur, and Davao Occidental; the eastern seaboards of Oriental Mindoro, Camarines Sur, and Davao Oriental; the western seaboards of Masbate, Negros Occidental and the rest of Palawan; the southern seaboard of Iloilo; the western and southern seaboards of Guimaras; the remaining seaboards of Quezon and Catanduanes. Up to 2.0 m: The seaboard of Batangas; the remaining seaboards of Occidental Mindoro and Oriental Mindoro. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. At 10:50 PM yesterday, VERBENA made landfall over Linapacan, Palawan. It will then continue moving west northwestward over the West Philippine Sea this morning before moving westward and passing north of Kalayaan Islands this evening. It will then exit the Philippine Area of Responsibility tomorrow (27 November) morning, and turn west southwestward from tomorrow until Friday (28 November) morning. VERBENA may reach severe tropical storm category this afternoon or evening and will continue to intensify until Thursday due to favorable environment. Afterwards, a weakening trend may occur due to the effect of the surge of the Northeast Monsoon.
