Under present weather conditions, At 3:00 AM today, the center of Tropical Depression "VERBENA" was estimated based on all available data in the vicinity of Talisay, Cebu (10.3°N, 123.8°E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 90 km/h. It is moving Northwestward at 25 km/h. Shear Line affecting the eastern section of Luzon. Northeast Monsoon affecting the rest of Northern Luzon. The 12-hour rainfall forecast is moderate to intense rains. WATERCOURSES LIKELY TO BE AFFECTED : + **Antique** - Rivers and its tributaries particularly Sibalom, Ipayo, Cagaranan, Palawan, Cairauan, Dalanas and Tibiao. + **Capiz** - Rivers and its tributaries particularly Panay, Mambusao, Panay Malinao, Alingon and Balantian. + **Guimaras** - All rivers and its tributaries + **Aklan** - Rivers and its tributaries particularly Ibajay, Aklan and Jalo. + **Negros Occidental** - Rivers and its tributaries particularly Malogo, Sicaba, Grande, Himogaan, Danao, Upper Tabanan, Sipalay and Lower Ilog. + **Iloilo** - Rivers and its tributaries particularly Pinantan, Barotac, Akalaygan, Jalaud, Jalano, Jagdong, Jalaur, Lamunan, Jaro-Aganan, Sibalom and Guimbal.

Severe Winds The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction. Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. Due to the possibility of reaching tropical storm category while near the northern portion of Palawan, the highest wind signal that will be hoisted during the passage of VERBENA will be Wind Signal No. 2. Furthermore, the surge of Northeast Monsoon and VERBENA will also bring gusty conditions reaching strong to gale-force strength over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds): Today: Luzon, Visayas, Dinagat Islands, Surigao del Norte, Agusan del Norte, Surigao del Sur, Davao Oriental, Misamis Oriental, Lanao del Norte, Misamis Occidental, and Zamboanga del Norte. Tomorrow (26 November): Luzon, Western Visayas, Zamboanga Peninsula, Northern Samar, Eastern Samar, and Dinagat Islands. Thursday (27 November): Batanes, Cagayan including Babuyan Islands, Ilocos Norte, MIMAROPA, Bataan, Cavite, Batangas, and Western Visayas. HAZARDS AFFECTING COASTAL WATERS A Gale Warning is in effect over the seaboards of Northern Luzon. Refer to Gale Warning No. 6 issued at 5:00 AM today. 24-Hour Sea Condition Outlook Up to very rough seas over the following coastal waters: Up to 6.0 m: The seaboards of Batanes, Babuyan Islands, Ilocos Norte, and Ilocos Sur. Up to 5.0 m: The seaboards of Kalayaan Islands, the northern seaboard of mainland Cagayan Up to 4.5 m: The remaining seaboards of Ilocos Region and mainland Cagayan Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside. Up to rough seas over the following coastal waters: Up to 4.0 m: The western seaboards of northern mainland Palawan and Calamian Islands. Up to 3.5 m: The seaboards of Isabela, Aurora, northern mainland Quezon, Camarines Norte, Antique, and Cuyo Islands; western seaboard of Occidental Mindoro including Lubang Islands; the eastern seaboards of Albay and Sorsogon, the southern seaboards of Occidental Mindoro and Oriental Mindoro; the northern and eastern seaboards of Polillo Islands, Catanduanes, and Northern Samar; the remaining seaboards of northern mainland Palawan and Calamian Islands. Up to 3.0 m: The western seaboard of Bataan; the eastern seaboards of Eastern Samar and Dinagat Islands, the northern and eastern seaboards of Siargao-Bucas Grande Islands. Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels. Up to moderate to rough seas over the following coastal waters: Up to 2.5 m: The seaboards of Marinduque, Romblon, Aklan, Surigao del Sur, and Davao Occidental; the eastern seaboards of Oriental Mindoro, Camarines Sur, and Davao Oriental; the western seaboard of Negros Occidental and the rest of Palawan; the remaining seaboard of Quezon, Catanduanes. Up to 2.0 m: The seaboard of Batangas and Bantayan Islands; the northern seaboard of Negros Occidental, the remaining seaboards of Occidental Mindoro, Oriental Mindoro, Bicol Region, and Northern Samar. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. VERBENA will move west northwestward over Sulu Sea, pass near or over Cuyo Islands this afternoon before making landfall over the northern portion of Palawan tonight. It will then emerge over the West Philippine Sea tomorrow (26 November) early morning, continue moving west northwestward, before turning more west southwestward on Thursday (27 November). VERBENA will exit the Philippine Area of Responsibility on Thursday early morning. VERBENA may reach tropical storm category near the northern portion of Palawan within the next 12 hours. Further intensification is likely once VERBENA reaches the West Philippine Sea. It may reach its peak intensity on late Thursday or early Friday (28 November).
