Severe Winds The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction. Significant to severe impacts from typhoon-force winds are possible within any of the areas under Wind Signal No. 4. Moderate to significant impacts from storm-force winds are possible within any of the areas under Wind Signal No 3. Minor to moderate impacts from gale-force winds are possible within any of the localities where Wind Signal No. 2 is hoisted Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. Furthermore the surge of the Northeast Monsoon, shear line and the trough of TINO will also bring strong to gale-force gusts over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds): Today: Cagayan Valley, Cordillera Administrative Region, Ilocos Norte, Ilocos Sur, Pangasinan, Central Luzon, Metro Manila, CALABARZON, MIMAROPA, Western Visayas, Negros Island Region, Central Visayas, and Zamboanga Peninsula. Tomorrow (06 November): Batanes, Babuyan Islands, Ilocos Norte, Pangasinan, Zambales, Occidental Mindoro, and Palawan. Friday (07 November): Batanes and Babuyan Islands. Coastal Flooding There is a high risk of life-threatening and damaging storm surge with peak heights exceeding 3.0 m within the next 24 hours over the low-lying or exposed coastal communities of Palawan. HAZARDS AFFECTING COASTAL WATERS A Gale Warning is in effect over the western and southern seaboards of Southern Luzon and the seaboards of Western Visayas. For more information, refer to Gale Warning No. 6 issued at 5:00 AM today. 24-Hour Sea Condition Outlook Up to very rough seas over the following coastal watpers: Up to 6.0 m: The seaboards of northern Palawan. Up to 4.5 m: The seaboards of Calamian and Kalayaan Islands. Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside. Up to rough seas over the following coastal waters: Up to 4.0 m: The western seaboards of Occidental Mindoro including Lubang Island, central Palawan including Cuyo Islands, and Antique. Up to 3.0 m: The seaboards of Batanes, Cagayan including Babuyan Islands, Isabela, Aurora, Ilocos Norte, and northern Quezon; the western seaboard of southern Palawan; the northern and eastern seaboards of Polillo Islands, Camarines Norte, Camarines Sur, and Catanduanes. Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels. Up to moderate seas over the following coastal waters: Up to 2.5 m: The eastern seaboards of Albay and Sorsogon, the northern and eastern seaboards of Northern Samar; the southern seaboards of Oriental Mindoro, Iloilo, Guimaras, and Negros Oriental; the western seaboards of Bataan; the western and southern seaboards of Negros Occidental; the northern and western seaboards of Zamboanga del Norte; the remaining seaboards of Palawan, and Quezon. Up to 2.0 m:  The seaboards of Ilocos Sur, La Union, Pangasinan, Zambales, Pampanga, Bulacan, Metro Manila, Cavite, Batangas, Marinduque, Romblon, Eastern Samar, Dinagat Islands, Siargao-Bucas Grande Island Group, Surigao del Sur, Misamis Occidental, Misamis Oriental, Camiguin, and Davao Oriental; the southern seaboard of Siquijor; the remaining seaboards of Bataan, Oriental Mindoro and Bicol Region. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. TRACK AND INTENSITY OUTLOOK Heavy rainfall, severe winds, and storm surge may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to hoisted Wind Signals and the “Other Hazards affecting Land Areas” section for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. On the forecast track, TINO will continue moving west northwestward over the West Philippine Sea until it exits the Philippine Area of Responsibility tonight or tomorrow (06 November) early morning. TINO is forecast to re-intensify in the next 12 hours and may reach its peak intensity while over the West Philippine Sea.
