Under present weather conditions, At 3:00 AM today, the center of Tropical Depression "LUIS" was estimated based on all available data at 315 km East of Daet, Camarines Norte (14.4°N, 125.9°E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving West Southwestward slowly. The 12-hour rainfall forecast is moderate to occasional heavy rains and thunderstorms. WATERCOURSES STILL LIKELY TO BE AFFECTED : + **Masbate** - Rivers and its tributaries particularly Lanang, Mapayawan, Mandaon, Asid, Malbug, Guiom, Nainday, Daraga, Nauco (Aguada) and Baleno. + **Catanduanes** - Rivers and its tributaries particularly Cabuyan, Bato and Pajo. + **Camarines Sur** - Rivers and its tributaries particularly Lower Kilbay Catabangan, Ragay, Tinalmud, Tambang and Lagonoy. + **Camarines Norte** - Rivers and its tributaries particularly Labo and Daet Basud. + **Albay** - Rivers and its tributaries particularly Guinale and Upper Donsol. + **Sorsogon** - Rivers and its tributaries particularly Lower Donsol, Ogod, Putiao, Cadacan, Banuang-Daan, Fabrica (Tugbugan) and Matnog.
People living near the mountain slopes and in the low lying areas of the above mentioned river systems and the **Local Disaster Risk Reduction and Management Councils** concerned advised to be alert for possible flashfloods and landslides.

Severe Winds The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction. Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. The possibility of hoisting Wind Signal No. 2 is not ruled out. The Southwest Monsoon and the periphery of LUIS will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds): Today (02 August): Marinduque, southern portion of Mindoro Provinces, Romblon, mainland Masbate, Caluya Islands, Siquijor, Southern Leyte, Camiguin, and Dinagat Islands. Tomorrow (03 August) and Tuesday (04 August): Most of Luzon and Visayas, Lanao del Norte, Misamis Occidental, Camiguin, Surigao del Norte, Dinagat Islands, Davao Occidental, and Davao Oriental. HAZARDS AFFECTING COASTAL WATERS 24-Hour Sea Condition Outlook Up to moderate to rough seas over the following coastal waters: Up to 2.5 m: The northern seaboards of Camarines Norte, Camarines Sur, and Catanduanes; the eastern seaboard of Davao Oriental. Up to 2.0 m: The seaboard of Isabela; the eastern seaboards of mainland Cagayan, Catanduanes, and Davao Occidental; the northern seaboard of Aurora. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. Other coastal waters have forecast wave heights of less than 2.0 m. TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. LUIS will continue to move generally northwestward in the next 24 hours before turning east northeastward for the remainder of the forecast period. Based on the latest forecast track, the center of LUIS will remain over the Philippine Sea. However, a westward shift in the forecast track may result in landfall or close approach to Northern or Central Luzon. LUIS is forecast to intensify into a tropical storm in the next 24 hours while moving over the sea east of Central Luzon. It will likely remain a tropical storm for only a short period. Afterwards, as LUIS begins to turn generally east northeastward, a weakening trend is expected. It may be downgraded into a remnant low by Wednesday (05 August) before becoming fully assimilated into the circulation of Typhoon DOLPHIN.
