FRANCISCO FURTHER WEAKENS WHILE MOVING NORTH NORTHEASTWARD TOWARDS SOUTHERN JAPAN Location of eye/center : The center of Severe Tropical Storm FRANCISCO was estimated based on all available data at at 510 km Northeast of Itbayat, Batanes (23.9, 125.5). Strength : Maximum winds of 95 kph near the centerand gustiness of up to 115 kph. Forecast movement : Forecast to move North Northeastward at 20 kph Forecast position : Jun 25, 2026 08:00 PM - 665 km Northeast of Itbayat, Batanes (OUTSIDE PAR) Jun 26, 2026 08:00 AM - 930 km Northeast of Extreme Northern Luzon (OUTSIDE PAR) HAZARDS AFFECTING LAND AREAS Heavy Rainfall Outlook Refer to Weather Advisory No. 14 issued at 11:00 AM today for the heavy rainfall outlook due to the Southwest Monsoon. Severe Winds The Southwest Monsoon and the periphery of FRANCISCO will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds): Today: Most of Luzon, Panay Island, Negros Occidental, and Northern Samar. Tomorrow (26 June): Most of Luzon, Panay Island, Negros Occidental, and Northern Samar. Saturday (27 June): Batanes, Ilocos Norte, Ilocos Sur, Pangasinan, Zambales, Bataan, and Lubang Island. HAZARDS AFFECTING COASTAL WATERS 24-Hour Sea Condition Outlook Up to rough seas over the following coastal waters: Up to 3.0 m: The seaboard of Batanes. Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels. Up to moderate seas over the following coastal waters: Up to 2.5 m: The northern and western seaboards of Babuyan Islands; the northern seaboard of Ilocos Norte. Up to 2.0 m: The remaining seaboards of Babuyan Islands and Ilocos Norte; the seaboards of mainland Cagayan, Isabela, northern Aurora, Ilocos Sur, La Union, Zambales, Lubang Island, and Kalayaan Islands; the western seaboards of Pangasinan, Bataan, and Batangas. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. Other coastal waters have forecast wave heights of less than 2.0 m. TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. FRANCISCO will continue moving generally northeastward towards the Ryukyu Islands and sea south of mainland Japan throughout the forecast period. On the track forecast, FRANCISCO will exit the Philippine Area of Responsibility (PAR) this afternoon or early evening. FRANCISCO is forecast to further weaken and will be downgraded to tropical storm this evening.

Under present weather conditions, At 3:00 AM today, the center of Severe Tropical Storm "FRANCISCO" {MEKKHALA} was estimated based on all available data at 400 km Northeast of Itbayat, Batanes (23.0°N, 124.9°E) with maximum sustained winds of 100 km/h near the center and gustiness of up to 125 km/h. It is moving North Northeastward at 15 km/h. Southwest Monsoon affecting Luzon and Visayas. The 12-hour rainfall forecast is Light rains and thunderstorms. WATERCOURSES NO LONGER TO BE AFFECTED : + **Antique** - Rivers and its tributaries particularly Sibalom, Ipayo, Cagaranan, Palawan, Cairauan, Dalanas and Tibiao. + **Aklan** - Rivers and its tributaries particularly Ibajay, Aklan and Jalo. + **Capiz** - Rivers and its tributaries particularly Panay, Mambusao, Panay Malinao, Alingon and Balantian. + **Iloilo** - Rivers and its tributaries particularly Pinantan, Barotac, Akalaygan, Jalaud, Jalano, Jagdong, Jalaur, Lamunan, Jaro-Aganan, Sibalom and Guimbal. + **Guimaras** - All rivers and its tributaries
