Under present weather conditions, At 3:00 AM today, the center of Tropical Storm "ADA" {NOKAEN} was estimated based on all available data at 430 km East of Maasin City, Southern Leyte (10.4°N, 128.8°E) with maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. It is moving North Northwestward slowly. Northeast Monsoon affecting Northern and Central Luzon. Forecast Weather Conditions. The 12-hour rainfall forecast is moderate to heavy rains. WATERCOURSES STILL LIKELY TO BE AFFECTED : + **Northern Samar** - Rivers and its tributaries particularly Catarman, Bugko, Pambujan, Catubig, Palapag, Mawo and Gamay. + **Southern Leyte** - Rivers and its tributaries particularly Bisay, Himbangan and Pandan. + **Eastern Samar** - Rivers and its tributaries particularly Oras, Dolores, Ulot, Taft, Borongan, Suribao, Llorente, Balangiga and Sulat. + **Leyte** - Rivers and its tributaries particularly Sangputan, Palo, Solano (Quilot), Daguitan Marabang, Cadac-an, Bongquirogon, Salug, Pagbangahan, Pagsangahan and Binahaan. + **Samar** - Rivers and its tributaries particularly Basey, Silanga, Calbiga and Jibatan. + **Biliran** - All rivers and its tributaries

People living near the mountain slopes and in the low lying areas of the above mentioned river systems and the **Local Disaster Risk Reduction and Management Councils** concerned still advised to be alert for possible flashfloods and landslides.

Severe Winds The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction. Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. The highest Wind Signal that may be hoisted throughout the passage of ADA is Wind Signal No. 2. The Northeast Monsoon and the periphery of ADA will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds): Today: Batanes, Babuyan Islands, Ilocos Norte, Aurora, Quezon, Lubang Islands, Oriental Mindoro, Romblon, Marinduque, Cuyo Islands, Bicol Region, Visayas, Agusan del Norte, Surigao del Sur Davao Oriental, Davao Occidental, and Sarangani. Tomorrow (17 January): Batanes, Babuyan Islands, northern and eastern mainland Cagayan, eastern Isabela, Ilocos Norte, Aurora, Quezon, Oriental Mindoro, Romblon, Marinduque, Cuyo Islands, Bicol Region, Visayas, Dinagat Islands, and Surigao del Norte. Sunday (18 January): Batanes, Cagayan, Isabela, Quirino, Ilocos Norte, Abra, Ilocos Sur, Quezon, Marinduque, Romblon, Bicol Region, and Eastern Visayas Coastal Flooding There is a minimal to moderate risk of storm surge with peak heights reaching up to 2.0 m within the next 48 hours over the low-lying or exposed coastal communities of Camarines Sur, Catanduanes, Albay, Sorsogon, Masbate, Northern Samar, Eastern Samar, Samar, Biliran, Leyte, and Dinagat Islands. Refer to Storm Surge Warning No. 3 issued at 8:00 AM today for more details. HAZARDS AFFECTING COASTAL WATERS 24-Hour Sea Condition Outlook Up to rough seas over the following coastal waters: Up to 4.0 m: The northern and eastern seaboards of Catanduanes and Northern Samar; the eastern seaboards of Albay, Sorsogon, and Eastern Samar; the northern seaboard of Camarines Sur; the seaboard of Camarines Norte. Up to 3.5 m: The northern and eastern seaboards of Siargao-Bucas Grande and Polillo Islands; the eastern seaboards of Dinagat Islands and Surigao del Sur; the seaboard of Aurora and northern mainland Quezon. Up to 3.0 m: The seaboard of Isabela; the eastern seaboards of mainland Cagayan and Babuyan Islands. Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.   Up to moderate seas over the following coastal waters: Up to 2.5 m: The seaboards of Batanes, Ilocos Norte, and Davao Oriental; the northern seaboard of mainland Cagayan; the eastern seaboard of Camarines Sur; the remaining seaboard of Catanduanes and Babuyan Islands. Up to 2.0 m: The eastern seaboard of Davao Occidental. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. Other coastal waters have wave heights of less than 2.0 m TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. ADA will move generally northwestward today through tomorrow (17 January) before turning slowly north northwestward to northeastward by Sunday (18 January). Beginning Tuesday (20 January) evening, ADA is forecast to move southeastward while moving over the sea east of Bicol Region. On the forecast track, the center of ADA may pass close to Eastern Samar and Northern Samar tomorrow and Catanduanes from tomorrow evening through Sunday. A further westward shift in the forecast track may result in a possible landfall over Eastern Visayas and Bicol Region. The forecast track may change in succeeding bulletins, particularly for the period covering tomorrow onwards. ADA is forecast to remain a tropical storm category while moving over the sea east of Visayas and Southern Luzon. This tropical cyclone may weaken into a tropical depression by Tuesday.

Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials.
