Under present weather conditions, At 3:00 PM today, the center of Tropical Storm "ADA" {NOKAEN} was estimated based on all available data at 400 km East of Surigao City, Surigao del Norte (10.3°N, 129.1°E) with maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. It is moving Northwestward at 15 km/h. Northeast Monsoon affecting Northern and Central Luzon. The 12-hour rainfall forecast is moderate to heavy rains. WATERCOURSES STILL LIKELY TO BE AFFECTED : + **Northern Samar** - Rivers and its tributaries particularly Catarman, Bugko, Pambujan, Catubig, Palapag, Mawo and Gamay. + **Southern Leyte** - Rivers and its tributaries particularly Bisay, Himbangan and Pandan. + **Eastern Samar** - Rivers and its tributaries particularly Oras, Dolores, Ulot, Taft, Borongan, Suribao, Llorente, Balangiga and Sulat. + **Leyte** - Rivers and its tributaries particularly Sangputan, Palo, Solano (Quilot), Daguitan Marabang, Cadac-an, Bongquirogon, Salug, Pagbangahan, Pagsangahan and Binahaan. + **Samar** - Rivers and its tributaries particularly Basey, Silanga, Calbiga and Jibatan. + **Biliran** - All rivers and its tributaries

Severe Winds The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction. Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. The highest Wind Signal that may be hoisted throughout the passage of ADA is Wind Signal No. 2. The Northeast Monsoon and the periphery of ADA will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds): Today: Batanes, Babuyan Islands, Ilocos Norte, Aurora, CALABARZON, Occidental Mindoro, Oriental Mindoro, Romblon, Marinduque, Cuyo Islands, Bicol Region, Visayas, Caraga Region, and Davao Oriental Tomorrow (16 January): Batanes, Babuyan Islands, Ilocos Norte, eastern Isabela, Aurora, CALABARZON, Occidental Mindoro, Oriental Mindoro, Romblon, Marinduque, Cuyo Islands, Bicol Region, Visayas, Caraga Region. Saturday (17 January): Batanes, Babuyan Islands, northern and eastern mainland Cagayan, eastern Isabela, Ilocos Norte, Abra, Aurora, CALABARZON, Oriental Mindoro, Romblon, Marinduque, Bicol Region, Visayas, and Caraga Region. HAZARDS AFFECTING COASTAL WATERS 24-Hour Sea Condition Outlook Up to rough seas over the following coastal waters: Up to 4.0 m: The northern and eastern seaboards of Catanduanes, Northern Samar, and Siargao-Bucas Grande Islands; the eastern seaboards of Albay, Sorsogon, Eastern Samar, Dinagat Islands, and Surigao del Sur. Up to 3.5 m: The seaboard of Camarines Norte; the northern seaboard of Camarines Sur; the eastern seaboard of Polillo Islands. Up to 3.0 m: The seaboard of Isabela, Aurora, and northern mainland Quezon; the eastern seaboard of mainland Cagayan and Davao Oriental; the northern seaboard of Polillo Islands. Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.   Up to moderate seas over the following coastal waters: Up to 2.5 m: The seaboard of Batanes, Babuyan Islands, and Ilocos Norte; the northern seaboard of mainland Cagayan; the eastern seaboard of Camarines Sur; the remaining seaboard of Catanduanes. Up to 2.0 m: The eastern seaboard of Davao Occidental. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. Other coastal waters have wave heights of less than 2.0 m TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. ADA will move generally northwestward today through tomorrow (16 January), then north northwestward to northward on Saturday (17 January), then northeastward on Monday (19 January). On the forecast track, ADA may pass close to Eastern Samar and Northern Samar by Saturday and Catanduanes by Sunday (18 January). A further westward shift in the forecast track may result in a possible landfall over Eastern Visayas and Bicol Region. The track forecast may change in succeeding bulletins, especially for the Saturday or Sunday period. ADA is forecast to gradually intensify while moving over the Philippine Sea over the nexr 48 hours, before gradually weakening as it turns northeastward over the east of Catanduanes.
