Under present weather conditions, At 3:00 PM today, the center of Tropical Depression "BASYANG" {PENHA} was estimated based on all available data over the coastal waters of Baclayon, Bohol (9.5°N, 123.9°E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 75 km/h. It is moving West Southwestward at 15 km/h. Northeast Monsoon affecting Northern and Central Luzon. The 12-hour rainfall forecast is light to ocassionally moderate rains and thunderstorms. WATERCOURSES LIKELY TO BE AFFECTED : + **Eastern Samar** - Rivers and its tributaries particularly Oras, Dolores, Ulot, Taft, Borongan, Suribao, Llorente, Balangiga and Sulat. + **Biliran** - All rivers and its tributaries + **Leyte** - Rivers and its tributaries particularly Sangputan, Palo, Solano (Quilot), Daguitan Marabang, Cadac-an, Bongquirogon, Salug, Pagbangahan, Pagsangahan and Binahaan. + **Southern Leyte** - Rivers and its tributaries particularly Bisay, Himbangan and Pandan. + **Samar** - Rivers and its tributaries particularly Basey, Silanga, Calbiga and Jibatan. + **Northern Samar** - Rivers and its tributaries particularly Catarman, Bugko, Pambujan, Catubig, Palapag, Mawo and Gamay.

Instructions:

People living near the mountain slopes and in the low lying areas of the above mentioned river systems and the **Local Disaster Risk Reduction and Management Councils** concerned still advised to be alert for possible flashfloods and landslides.

A tropical cyclone will affect the locality. Winds of 39-61 kph or intermittent rains may be expected within 36 hours. “BASYANG” CONTINUES TO MOVE WEST NORTHWESTWARD AND IS NOW OVER CEBU STRAIT. Location of eye/center : The center of Tropical Depression BASYANG was estimated based on all available data at over the coastal waters of Dalaguete, Cebu (09.7, 123.6). Strength : Maximum winds of 55 kph near the centerand gustiness of up to 75 kph. Forecast movement : Forecast to move West Northwestward at 10 kph Forecast position : •Over the coastal waters of Anini-y, Antique HAZARDS AFFECTING LAND AREAS Heavy Rainfall Outlook   Refer to Weather Advisory No. 30 issued at 5:00 PM today for the heavy rainfall outlook due to Tropical Cyclone BASYANG and Shear Line.   Severe Winds   The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.   Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. Minor to moderate impacts from gale-force winds are possible within any of the areas under Wind Signal No. 2.   The surge of the Northeast Monsoon will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds): Today: Batanes, Babuyan Islands, northern portion of mainland Cagayan, Metro Manila, CALABARZON, Bicol Region, most of MIMAROPA, Visayas, Dinagat Islands, Siargao and Bucas Grande Islands, Sarangani, Basilan, Zamboanga del Norte Zamboanga del Sur, Davao del Sur and Davao Oriental. Tomorrow (07 February): Most of Luzon, Western Visayas, most of Negros Island Region, and Zamboanga del Norte. Sunday (08 February): Most of Luzon and Western Visayas. HAZARDS AFFECTING COASTAL WATERS 24-Hour Sea Condition Outlook Up to rough seas over the following coastal waters: Up to 3.5 m: The seaboard of Northern Samar, the eastern seaboards of Albay, Sorsogon, and Eastern Samar; the northern and eastern seaboard of Catanduanes. Up to 3.0 m: The seaboards of Dinagat Islands, Siargao and Bucas-Grande Islands, the northern seaboards of Camarines Norte, Camarines Sur and Surigao Del Sur; the eastern seaboard of Catanduanes Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.   Up to moderate seas over the following coastal waters: Up to 2.5 m: The seaboard of Isabela, and Aurora; the northern seaboard of Polillo Island; the eastern seaboard of Davao Oriental; the remaining seaboard of Surigao Del Sur; the southern seaboards of Antique, Negros Occidental and Davao Del Sur. Up to 2.0 m: The seaboards of Romblon, Aklan, Capiz, Batanes, Babuyan Islands, Palawan and Kalayaan Islands; the northern and western seaboards of Zamboanga Del Norte; the western seaboards of Zamboanga Del Sur; the northern seaboards of Basilan, Sulu, Tawi-Tawi Misamis Occidental, Lanao Del Norte, Misamis Oriental; the southern seaboards of Negros Occidental, Negros Oriental, Cebu, Bohol, Siguijor, Guimaras, and Camiguin and Oriental Mindoro; the western seaboard of Masbate; the eastern seaboards of Cagayan; the remaining seaboard of Isabala. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. Other coastal waters have forecast wave heights of less than 2.0 m. TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. BASYANG is forecast to continue moving generally west northwestward throughout the forecast period. On the forecast track, the center of BASYANG may make another landfall over the southern portions of Cebu and Negros Oriental between tonight and tomorrow (07 February) early morning. Afterwards, it will head towards the southern portion of Panay Island or over Panay Gulf. BASYANG will weaken into a low pressure area in the next 12 hours.

Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials.
