However, onset of heavy rains due to the enhanced Southwest Monsoon and TC FRANCISCO is possible beginning tomorrow (22 June) or on Tuesday (23 June). A Weather Advisory may be issued tomorrow in anticipation of the heavy rains over Northern Luzon and some areas in the western portions of Luzon and Visayas. Severe Winds Based on the latest forecast track, Wind Signal No.1 may be hoisted in some localities in the northern and eastern portions of Cagayan, Babuyan Islands, and Batanes by tomorrow morning. The Southwest Monsoon will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds): Today: Siquijor, Camiguin, the southern portion of Bohol, Southern Leyte, Davao Oriental, Davao Occidental, and Sarangani. Tomorrow (22 June):  La Union, Pangasinan, CALABARZON, Romblon, Masbate, most of Visayas, Basilan, Sulu, Zamboanga Peninsula, Misamis Occidental, Lanao del Norte, Camiguin, Surigao del Norte, Dinagat Islands, the eastern portion of Davao Occidental, and the eastern and southern portions of Davao Oriental. Tuesday (23 June): Most of Luzon, Visayas, Zamboanga Peninsula, Northern Mindanao, Surigao del Norte, Dinagat Islands, Davao Occidental, and Davao Oriental. HAZARDS AFFECTING COASTAL WATERS 24-Hour Sea Condition Outlook Up to rough seas over the following coastal waters: Up to 3.0 m: The eastern seaboards of Cagayan and Isabela Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels. Up to moderate seas over the following coastal waters: Up to 2.5 m: The remaining seaboards of Cagayan; the seaboards of Batanes and Aurora; the northern and eastern seaboards of Polillo Islands; the northern seaboards of Camarines Norte and Camarines Sur; the eastern seaboard of Davao Oriental. Up to 2.0 m: The northeastern seaboard of mainland Quezon; the northern and eastern seaboards of Catanduanes and Northern Samar; the eastern seaboards of Albay, Sorsogon, Eastern Samar, Dinagat Islands, Surigao del Sur; the southern seaboard of Davao Oriental. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. Other coastal waters have forecast wave heights of less than 2.0 m. TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. FRANCISCO will likely remain over the Philippine Sea throughout the forecast period. However, a closer approach to Extreme Northern Luzon is not ruled out should the forecast track continue to shift westward. FRANCISCO will move west northwestward until Tuesday (23 June), then it will decelerate before recurving and exit the Philippine Area of Responsibility by Friday (26 June) evening. FRANCISCO will further intensify until it reaches its peak intensity likely by Tuesday. Thereafter, a weakening trend is expected.

It is moving West Northwestward at 25 km/h. Southwest Monsoon affecting Mindanao, the western section of Visayas, and Palawan. The 12-hour rainfall forecast is Light to moderate rains and thunderstorms. WATERCOURSES LIKELY TO BE AFFECTED : + **Lanao Del Sur** - Rivers and its tributaries particularly Dapao and Matling. + **Maguindanao** - Rivers and its tributaries particularly Nituan, Mindanao, Dalican, Allah, Buluan, Matuber, Mlang and Lower Mlang.
