A tropical cyclone will affect the locality. Winds of 39-61 kph or intermittent rains may be expected within 36 hours. KIYAPO FURTHER ACCELERATES WHILE MOVING NORTHWESTWARD OVER THE SEA EAST OF CAGAYAN. Location of eye/center : The center of Tropical Depression KIYAPO was estimated based on all available data at at 640 km East of Tuguegarao City, Cagayan (17.9, 127.8). Strength : Maximum winds of 45 kph near the centerand gustiness of up to 55 kph. Forecast movement : Forecast to move Northwestward at 30 kph Forecast position : Jul 24, 2026 02:00 AM - 365 km East of Aparri, Cagayan Jul 24, 2026 02:00 PM - Over the coastal waters of Calayan, Cagayan Jul 25, 2026 02:00 AM - 225 km West of Itbayat, Batanes Jul 25, 2026 02:00 PM - 500 km West Northwest of Itbayat, Batanes (OUTSIDE PAR) Jul 26, 2026 02:00 AM - 685 km West Northwest of Itbayat, Batanes (OUTSIDE PAR) Jul 26, 2026 02:00 PM - 830 km Northwest of Extreme Northern Luzon (OUTSIDE PAR) Jul 27, 2026 02:00 PM - 1,210 km Northwest of Extreme Northern Luzon (OUTSIDE PAR) HAZARDS AFFECTING LAND AREAS Heavy Rainfall Outlook Refer to Weather Advisory No. 10 issued at 5:00 PM today for the heavy rainfall outlook due to TC KIYAPO and the Southwest Monsoon. Severe Winds The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction. Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. The highest Wind Signal that may be hoisted throughout the passage of KIYAPO is Wind Signal No. 2. However, the hoisting of Wind Signal No. 3 is not ruled out should KIYAPO intensify into a severe tropical storm while traversing the area of Batanes-Babuyan Islands. The Southwest Monsoon and the periphery of KIYAPO will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds): Today: Most of Mindanao, Siquijor, Bohol, and Southern Leyte Tomorrow (24 July): Most of the country. Saturday (25 July): Most of Luzon and Visayas, Zamboanga del Norte, Davao Oriental, and Dinagat Islands HAZARDS AFFECTING COASTAL WATERS A Gale Warning will be issued today or tomorrow early morning over the seaboards of Extreme Northern Luzon. 24-Hour Sea Condition Outlook Up to very rough seas over the following coastal waters: Up to 4.5 m: The seaboards of Batanes and Babuyan Islands; the northeastern seaboard of mainland Cagayan. Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside. Up to rough seas over the following coastal waters: Up to 3.0 m: The eastern seaboard of Davao Oriental; the northern seaboards of Ilocos Norte and mainland Cagayan. Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels. Up to moderate to rough seas over the following coastal waters: Up to 2.5 m: The seaboard of Sultan Kudarat; the northeastern seaboard of Isabela; the western seaboard of Sarangani; the remaining seaboard of mainland Cagayan. Up to 2.0 m: The seaboards of Cagayancillo Islands, Surigao del Sur, Davao Occidental, and Maguindanao del Norte; the eastern seaboards of Catanduanes, Dinagat Islands, and Siargao-Bucas Grande Islands; the southern seaboards of Antique and Iloilo; the western seaboard of Negros Occidental; the remaining seaboards of Isabela, Davao Oriental, and Sarangani. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. Other coastal waters have forecast wave heights of less than 2.0 m. TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. KIYAPO will continue moving west northwestward until Saturday (25 July) towards the Luzon Strait before turning northwestward for the remaining of the forecast period. On the forecast track, the center of KIYAPO may pass very close to the northeastern portion of mainland Cagayan between tomorrow (24 July) morning and afternoon, then pass very close or make landfall in the vicinity of Babuyan Islands between tomorrow afternoon and evening. It is forecast to exit the Philippine Area of Responsibility by Saturday morning. KIYAPO will gradually intensify while moving over the Philippine Sea and may reach tropical storm category tomorrow. It will continue to strengthen while traversing the Extreme Northern Luzon and may intensify into a severe tropical storm after passing the Babuyan Islands. A weakening trend is expected once KIYAPO makes landfall in the vicinity of southern mainland China and moves further inland.

It is moving Northwestward at 30 km/h. Southwest Monsoon affecting Mindanao and the western sections of Southern Luzon and Visayas. The 12-hour rainfall forecast is light to moderate rains . WATERCOURSES LIKELY TO BE AFFECTED : + **La Union** - Rivers and its tributaries particularly Amburayan, Baroro, Lower Bauang and Aringay. + **Ilocos Norte** - Rivers and its tributaries particularly Bulu, Banban, Bacarra-Vintar, Laoag and Quiaoit. + **Pangasinan** - Rivers and its tributaries particularly Balincaguing and Alaminos. + **Ilocos Sur** - Rivers and its tributaries particularly Lower Abra, Silay-Sta. Maria, Buaya, and Amburayan.
