Severe Winds The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction. Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. The highest Wind Signal that may be hoisted throughout KIYAPO’s passage is Wind Signal No. 2 or 3. The Southwest Monsoon and the periphery of KIYAPO will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds): Today: Sarangani, Davao Occidental, and Davao Oriental. Tomorrow (23 July): Most of Mindanao, Siquijor, Bohol, and Southern Leyte Friday (24 July): Most of the country HAZARDS AFFECTING COASTAL WATERS A Gale Warning may be issued tomorrow over the seaboards of Extreme Northern Luzon. 24-Hour Sea Condition Outlook Up to rough seas over the following coastal waters: Up to 3.0 m: The southeastern seaboard of Davao Oriental. Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels. Up to moderate to rough seas over the following coastal waters: Up to 2.5 m: The southern and remaining eastern seaboards of Davao Oriental Up to 2.0 m: The seaboards of Davao Occidental and Surigao del Sur. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. Other coastal waters have forecast wave heights of less than 2.0 m. TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. KIYAPO will move west northwestward to northwestward during the entire forecast period. It may make close approach or may make landfall over Babuyan Islands by Friday (24 July) evening. However, a landfall scenario over mainland Cagayan is not ruled out. Afterwards, it will emerge over the Luzon Strait and is forecast to exit the Philippine Area of Responsibility by Saturday (25 July) morning or noon. KIYAPO is forecast to gradually intensify while moving over the Philippine Sea and may reach tropical storm category by Friday. It will then continue to intensify as a tropical storm while traversing Extreme Northern Luzon and will strengthen further once it emerges over the Luzon Strait. Further intensification to severe tropical storm prior to its approach to Northern Luzon is not ruled out.
