Under present weather conditions, At 3:00 PM today, the center of Tropical Storm "BASYANG" {PENHA} was estimated based on all available data at 160 km East of Hinatuan, Surigao del Sur (8.2°N, 127.8°E) with maximum sustained winds of 75 km/h near the center and gustiness of up to 90 km/h. It is moving West Northwestward at 15 km/h. Northeast Monsoon affecting Luzon. The 12-hour rainfall forecast is moderate to occasionally heavy rains. WATERCOURSES LIKELY TO BE AFFECTED : + **Maguindanao** - Rivers and its tributaries particularly Nituan, Mindanao, Dalican, Allah, Buluan, Matuber, Mlang and Lower Mlang. + **Lanao Del Sur** - Rivers and its tributaries particularly Dapao and Matling.

By tomorrow evening or Saturday (07 February) early morning, it will emerge over Sulu Sea, then traverse the northern portion of Palawan between Saturday afternoon and evening. A tropical cyclone will affect the locality. Winds of 39-61 kph or intermittent rains may be expected within 36 hours. “BASYANG” HAS MADE LANDFALL AND IS NOW OVER AGUSAN DEL NORTE Location of eye/center : The center of Tropical Storm BASYANG was estimated based on all available data at at in the vicinity of Cabadbaran City, Agusan del Norte (09.1, 125.6). Strength : Maximum winds of 65 kph near the centerand gustiness of up to 90 kph. Forecast movement : Forecast to move West Northwestward at 25 kph Forecast position : Feb 06, 2026 11:00 AM - Over the coastal waters of Maria, Siquijor Feb 06, 2026 11:00 PM - Over the coastal waters of Cauayan, Negros Occidental Feb 07, 2026 11:00 AM - Over the coastal waters of Cuyo, Palawan Feb 07, 2026 11:00 PM - Over the coastal waters of El Nido, Palawan Feb 08, 2026 11:00 AM - 240 km West Southwest of Coron, Palawan Feb 08, 2026 11:00 PM - 250 km West Northwest of Puerto Princesa City, Palawan HAZARDS AFFECTING LAND AREAS Heavy Rainfall Outlook   Refer to Weather Advisory No. 27 issued at 11:00 PM yesterday for the heavy rainfall outlook due to Tropical Cyclone BASYANG.   Severe Winds   The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.   Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1. Minor to moderate impacts from gale-force winds are possible within any of the areas under Wind Signal No. 2.   The surge of the Northeast Monsoon will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds): Today: Batanes, Babuyan Islands, northern portion of mainland Cagayan, Metro Manila, CALABARZON, Bicol Region, most of MIMAROPA, Visayas, Dinagat Islands, Siargao and Bucas Grande Islands, Surigao del Norte, Surigao del Sur, Agusan Del Norte, Misamis Oriental, Lanao Del Norte, Lanao del Sur, Bukidnon, Misamis Occidental, Zamboanga Peninsula, Sarangani, Davao de Oro, Davao del Norte, and Davao Oriental. Tomorrow (07 February): Most of Luzon, Western Visayas, most of Negros Island Region, and Zamboanga del Norte. Sunday (08 February): Most of Luzon Coastal Flooding There is a minimal to moderate risk of storm surge with peak heights reaching up to 2.0 m within the next 48 hours over the low-lying or exposed coastal communities of Occidental Mindoro. Oriental Mindoro, Romblon, Palawan including Calamian and Cuyo islands, Antique, Aklan, Capiz, Iloilo, Guimaras, Negros Occidental, Negros Oriental, Siquijor, Cebu, Bohol, Southern Leyte, Leyte, Camiguin, Dinagat Islands, Surigao del Norte, Surigao del Sur, Agusan del Norte, Misamis Oriental, Lanao del Norte, Misamis Occidental, and Davao Oriental. Refer to Storm Surge Warning No. 6 issued at 8:00 PM yesterday for more details. HAZARDS AFFECTING COASTAL WATERS A Gale Warning is in effect over the eastern and central seaboards of Visayas and the northern and eastern seaboards of Mindanao. Refer to Gale Warning No. 5 issued at 5:00 PM today. 24-Hour Sea Condition Outlook Up to very rough seas over the following coastal waters: Up to 5.5 m: The seaboard of Surigao del Sur. Up to 5.0 m: The seaboard of Surigao del Norte, Siargao-Bucas Grande Islands, and Dinagat Islands. Up to 4.5 m: The eastern seaboards of Northern Samar, Eastern Samar; the seaboards of northern Davao Oriental, Agusan del Norte, Camiguin, Siguijor, Misamis Oriental, and Misamis Occidental; the northern seaboard of Lanao del Norte; the southern seaboard of Bohol. Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside. Up to rough seas over the following coastal waters: Up to 4.0 m: The eastern seaboards of Catanduanes, Albay, and Sorsogon; the northern seaboard of Northern Samar; the remaining seaboard of Eastern Samar; the remaining eastern seaboard of Davao Oriental. Up to 3.5 m: The northern seaboards of Camarines Norte, Camarines Sur, and Catanduanes; the seaboards of southern Davao del Sur and northern Zamboanga del Norte; the southern seaboards of Negros Occidental, Antique, Iloilo, Bohol and Guimaras; the remaining seaboards of Bohol, Lanao del Norte, and Davao Oriental. Up to 3.0 m: The seaboards of Isabela, Aurora and northern Quezon. Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.   Up to moderate seas over the following coastal waters: Up to 2.5 m: The eastern seaboards of Batanes and Babuyan Islands; the seaboards of Leyte and Southern Leyte; the eastern seaboard of mainland Cagayan; the remaining seaboards of Cebu, Bohol, Negros Occidental, Negros Oriental and Zamboanga del Norte. Up to 2.0 m: The seaboards of Palawan and Sarangani; the seaboard of western Zamboanga City; the southern seaboards of Occidental Mindoro and Occidental Mindoro; the remaining seaboards of Babuyan Islands, Batanes, Quezon, Bicol Region, and Western Visayas. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. Other coastal waters have forecast wave heights of less than 2.0 m. TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. At 11:50 PM yesterday, BASYANG has made landfall over Bayabas, Surigao del Norte. On the forecast track, after crossing the Mindanao landmass, it is forecast to traverse Bohol Sea this morning and pass close or make another landfall over the southern portions of Cebu and Negros Oriental. By this evening, it will emerge over Sulu Sea then traverse the northern portion of Palawan between Saturday afternoon and evening. BASYANG has slightly weakened due to interaction with the landmass but it will likely remain a tropical storm. Further weakening into a tropical depression is possible by this evening or tomorrow morning and will be downgraded into a low pressure area by Sunday (08 February) afternoon or evening.
