บริเวณประเทศไทยตอนบนจะมีสภาพอากาศแปรปรวน โดยมีลักษณะของฝนฟ้าคะนอง ลมกระโชกแรง รวมถึงอาจมีฟ้าผ่าเกิดขึ้นได้บางพื้นที่ และมีฝนตกหนักบางแห่ง ทั้งนี้เนื่องจากมรสุมตะวันตกเฉียงใต้พัดปกคลุมทะเลอันดามัน และประเทศไทย ประกอบกับบริเวณความกดอากาศสูงหรือมวลอากาศเย็นจากประเทศจีนได้แผ่ลงมาปกคลุมบริเวณภาคตะวันออกเฉียงเหนือตอนบนแล้ว ส่งผลทำให้มีลมตะวันออกและลมตะวันออกเฉียงใต้พัดนำความชื้นจากทะเลจีนใต้และอ่าวไทยเข้ามาปกคลุมประเทศไทยตอนบน สำหรับทะเลอันดามันและอ่าวไทย บริเวณที่มีฝนฟ้าคะนองจะมีคลื่นสูงมากกว่า 2 เมตร อนึ่ง ในช่วงวันที่ 9-13 ต.ค. 69 ภาคตะวันออก ภาคกลาง รวมทั้งกรุงเทพมหานครและปริมณฑล และภาคใต้ จะมีฝนเพิ่มขึ้น โดยมีฝนตกหนักถึงหนักมากบางแห่ง เนื่องจากบริเวณความกดอากาศสูงหรือมวลอากาศเย็นจากประเทศจีนอีกระลอกหนึ่งจะแผ่เสริมลงมาปกคลุมภาคตะวันออกเฉียงเหนือและทะเลจีนใต้ ส่งผลทำให้ร่องมรสุมเลื่อนลงมาพาดผ่านภาคตะวันออกและภาคใต้ตอนบน ประกอบกับมรสุมตะวันตกเฉียงใต้กำลังปานกลางพัดปกคลุมทะเลอันดามัน ประเทศไทย และอ่าวไทย
ขอให้ประชาชนระวังอันตรายจากฝนฟ้าคะนอง ลมกระโชกแรง ฝนตกหนักและฝนตกสะสม ซึ่งอาจทำให้เกิดน้ำท่วมฉับพลันและน้ำป่าไหลหลาก โดยเฉพาะพื้นที่ลาดเชิงเขาใกล้ทางน้ำไหลผ่านและพื้นที่ลุ่ม โดยเฉพาะพื้นที่ลุ่มต่ำซึ่งอาจเกิดน้ำท่วมขังได้ รวมทั้งควรหลีกเลี่ยงการอยู่ในที่โล่งแจ้ง ใต้ต้นไม้ใหญ่ และป้ายโฆษณาที่ไม่แข็งแรง ชาวเรือควรตรวจสอบเส้นทางและเดินเรือด้วยความระมัดระวัง รวมทั้งหลีกเลี่ยงการเดินเรือในบริเวณที่มีฝนฟ้าคะนอง ในระยะนี้ขอให้ประชาชนติดตามข่าวพยากรณ์อากาศอย่างใกล้ชิด และเฝ้าระวังอันตรายจากฝนตกหนักถึงหนักมากและฝนที่ตกสะสม ซึ่งอาจทำให้เกิดน้ำท่วมฉับพลันและน้ำป่าไหลหลากได้

People in the country should beware of the severe condition and accumulated rain that may cause flash flood and overflows, especially along the waterways near foothills and lowlands with gusty winds and lighting strikes by keeping off outdoor places, big trees and unsecured billboards. All ships in the Andaman Sea and the Gulf should keep off thundershowers. During this period, people are advised to closely monitor weather forecasts and people in the affected areas should beware of heavy to very heavy rains and accumulated rains that may cause flash floods, overflows and landslides especially along the waterways near foothills and lowlands.
